Mystery Rings

Came across these in both Tiong Bahru and Queenstown. We have no idea what they are :

Tiong Bahru (found at the side of most blocks) :


Queenstown (at the side of the old Queenstown Cinema) :

    Possible answer : These rings were used as tilt indicators, to see if the building was affected by nearby construction.
